Indoor Grow Can't get RH down during curing.

OK so I have about 5 oz dried in about 10 500ml canning jars. Each jar has a 62% - 8gm Boveda pack and a small hygrometer. My problem is that I cannot get the RH to that 62% even when I burp the jars daily.

The RH in my home is around 40% and and the temp is around 70. When I burp the jars the Hygrometer ends up showing around 62% withing about 30 minutes. This is when I put the lids back on the jars and cover them up. Withing a few hours the hygrometer shows either 65 or 66% again. This has been going on for a month now. And the Boveda packs are starting to crystallize after only using them for a month now.

Any suggestions?

BTW the buds are potent AF but they don't grind up well...kinda like they are too damp.

Mine did similar, it might have been the flowers were too wet when first put in the jar. I cure in a box for a week, put in a jar and check rh. The moisture will come out of the core of the bud. If it is 64 or over, I put back in the box to dry some more. Then try again. Once it holds below 64 in the jar, I put the boveda pack in. Dry it too much and a bit of orange peel will raise moisture level.
If you overwork the boveda pack, they don't last.

How sure are you that the hygrometers are accurate? I check mine with in my tent then put +/- they are off. I verify with boveda packs to see if still calibrated. Most are a few degrees off. If boveda are dry then there shouldn't be excess moisture. You can rehydrate them too.
